The study was published by the Congressional Budget Office in a report entitled " Public Spending on Transportation and Water Infrastructure." Increases in the price of materials, including petroleum, iron, steel, cement and concrete were cited as reasons for the decline in total public spending during those years. Highways claim by far the largest amount of total public spending on infrastructure, representing 43 percent of all spending in 2007.
