... A 15-cent increase in the federal gas tax that funds transportation infrastructure projects is part of recommendations made Dec. 1 by President Obama's bipartisan deficit commission. The National Commission on Fiscal Responsibility and Reform's report, " The Moment of Truth," also suggests limiting transportation spending to the previous year's fuel tax receipts, reclassifying transportation spending in the federal budget, and implementing "significant reforms to control highway spending," including a ban on transportation earmarks. The report says the 15-cent gas tax increase should be implemented "gradually" or about 1.25 cents per gallon each quarter-year. The gas tax recommendation is only a small part of the overall plan, which aims to cut the deficit by nearly $4 trillion by 2020. The commission needs to secure 14 votes out of 18 members in order to send the proposal to Congress for a vote on enacting the recommendations. NAPA sent a letter last August to the Commission urging inclusion of a fuel tax increase in the proposal and issued a press release Dec. 1 endorsing the recommendation.
